The Texas State Board of Education has seven key responsibilities:

  1. Setting Curriculum Standards: Education Code, Public Education, Curriculum, Courses, EKS 2026 Reading Language Arts TEKS, 2026-2030 Social Studies TEKS, 2026-30 CTE TEKS 2026 RLA Books List, 2026-28 RLA Supplemental, 2027 Technology (every 5 years)
  2. Reviewing and adopting instructional materials (Instructional Materials Review & Approval [IMRA]: 2027-30 ELAR reviews, 2027-30 SLAR reviews, 2027-30 Math supplemental reviews, 2027-30 Math advanced reviews

    2027 RLA K-12 & Supplemental, 2027 Math 6-7 advanced, 2029 Science K-12, 2027-2029 Social Studies, 2028 Pre-K, 2027 Fine Arts, 2027-28 LOTE, 2030 Health/PE, 2027 Pos. Char. Supp., 2027-29 elective Religious Literature, 2027-30 Math K-12 reviews

  3. Establishing graduation requirements: TAC Title 19, Part 2, Chapter 74, Subchapter B, Rule 74.11 High School Graduation Requirements: FHSG + assessments + social interpersonal ability + FAFSA-TAFSA + 1 endorsement from lists
    Rule 74.12 Foundation High School Program
           4 years English, including English 1,2,3 (or APor IB) + one from list
           3 years math, including Algebra 1, Geometry, + 1 from list (all H.S. must offer Algebra II)
           3 years science, including biology, + 2 from list
           3 years social studies, including 1 U.S. History from 1877, ½ U.S, Govt., ½ Economics or ½ Personal Financial                    Literacy, 1 World history or Geography (Presently undergoing revision for 2026-2027 – 89 Leg.(R) HB 27                          requires ½ Personal Financial Literacy plus 1 of Economics, World History, World Geography)
           2 years LOTE in same language, or 2 years computer programming
           1 year physical education, athletics, JROTC, drill-marching band-cheerleading
           1 year fine arts (art, dance, music, theatre, etc.)
           5 years electives from lists

    Rule 74.24 Credit by Examination (criteria)
  4. Overseeing the Texas Permanent School Fund: 9 members (5 members SBOE, Commissioner of General Land Office + 1 appointee by CGLO, 2 appointed by Governor). As of 8/31/2024 with Assets of > $61 billion dollars, net position of > $57 billion dollars. Net Cash Flows of >$300 million dollars between 2023 and 2024.
  5. Appointing Boards to Military and Special School Districts
    e.g. Fort Sam Houston ISD, Lackland ISD, Boys Ranch ISD, etc.
  6. Reviewing Rules for Educator Certification: See 19 TAC ch. 231
  7. Reviewing proposed awards of new charter schools, with veto authority
